У dreamwidth.org вроде как аж 4 IP адреса:
https://digwebinterface.com/?hostnames=dreamwidth.org&type=&location=on&ns=resolver&useresolver=9.9.9.10&nameservers=
Ни по одному не пингуется. Скорее всего, просто отключили ICMP на своих серверах. Но по https в браузере грузится с десктопа нормально.
